For the Open Archives and Documents

1. Citizens and units in the mainland can have access to the open archives and documents with letters of introduction, or any lawful certificate such as ID card and working card, after completing the registration procedures.

2. Compatriots from Taiwan, Hong Kong, Macau and other overseas areas can have access to the historical certificates of themselves and their relatives with any valid certificate such as ID
card and going- back-homeland card. They can also have access to other open archives and


documents with introduction letters from the inviting unit, cooperative unit or reception unit and with a application to the National Archives or Ningbo Archives 30 days before their inquires indicating their own identities, the purpose and scope of the inquires.

3. Inquiries by expatriates and foreign organizations are subject to the Regulations on Chinese Archives Inquires by Foreigners and Foreign Organizations.

Notes:
1. Individuals (and their relatives) can not access to the documents concerning the punishments of themselves, the related investigation documents and other related documents regarded by Ningbo Archives as confidential.
2. Duplicating of the documents of the Central Government and the State Council is subject to approval of office director of the municipal government. Copies of those documents should be returned to the Ningbo Archives for shredding after use. Copies of other highly confidential document should also be returned to the Ningbo Archives for shredding after use.
3. A whole set of documents are not allowed to copy in principal.
4. The archives and documents of Ningbo Archives are not allowed to be disclosed to the public without the approval of Ningbo Archives. If some archives and documents are used in compiling internal or public publication, they should be noted as "provided by Ningbo Archives"
5. People in the reading room must abide by the following regulations:
No smoking, drinking, tea, and food
No splitting
No loud talking and keep quiet
No marring, note-taking, alteration, folding and clipping in the documents
Documents should be put back to their original places in the right binding way after use
No sharing of information in the documents with others.
Copies of documents should be well kept.

Procedures of Inquiries:

1. Produce the related certificates.
2. Fill out the form for archives inquiries
3. Complete the formalities of application and approval (for unopened archives)
4. Access the targeted archives
5. Write feedback comments or suggestions
6. Pay fees for inquiries as required.

Open Time:
Monday to Thursday- Full working days
Friday- Working hours in the morning.

Ways of Inquiries:
The following services are provided for inquirers with full certificates and completing the related procedures:
1. Inquiry service at Ningbo Archives (On-the-spot access to archives or reply upon inquiries)
2. Inquiry service via telephone (Response within 5 working days after inquiries)
3. Inquiry service via letters (Response within 5 working days after receipt)
4. Inquiry service by web messages (Response within 5 days after receipt)
5. Self-Inquiry-service on the official website: http://www.nbdaj.gov.cn (available for open archives and documents)

Services for the Convenience of Readers
1. No inquiry and reading fee.
2. Handicapped people, laid-off workers, people in extreme poverty are entitled to enjoy deduction of fees provided they produce credentials.
3. Only lawful credentials such as ID cards are required when inquirers want to consult their introduction letters for recruitment and transfer, Zhiqing (Knowledge Youth) certificates and academic certificates.
4. Pens and paper will provided for inquirers for free.
